All dogs on the island shall be registered and vaccinated against rabies. Dogs in public areas shall be leashed at all times. No person shall bring a horse onto Delaware Avenue between Catawba Avenue and Toledo Avenue during the hours of 11:00 a.m. to 11:00 p.m. from May 1 through September 30 without a commercial livery permit. The feeding of waterfowl and gulls in the downtown area and public dock is prohibited.
