As used in this chapter: "Animal" means any non-human living creature. "At large" means off the premises of the owner and not under the immediate physical control of the owner by leash, tether, or other restraint. "Owner" means any person owning, keeping, harboring, or having custody of an animal. "Vicious dog" means a dog that has seriously injured or killed a person, or has been the subject of three or more violations of this chapter within a 24-month period.
