No person shall discharge or cause to be discharged into the public sanitary sewer system any stormwater, surface water, groundwater, roof runoff, or subsurface drainage. No person shall discharge any substance that may cause obstruction, damage, or interference with the operation of the sewage treatment works, including fats, oils, greases, rags, sand, metal, or glass.
