All outdoor lighting installed after the effective date of this section shall be shielded or directed so as to prevent direct illumination of adjacent properties. No outdoor lighting fixture shall produce glare visible from any public right-of-way or neighboring property. Illumination at any property line shall not exceed 0.5 foot-candles. Decorative lighting during the period from November 15 through January 15 shall be exempt from these requirements.
