All buildings shall be maintained in a safe and sanitary condition. The owner shall repair or replace deteriorated exterior surfaces including roofing, siding, trim, porches, and foundations. Windows shall be fully glazed and operational. Addresses shall be displayed in numbers at least four inches high visible from the street. Vacant buildings shall be secured against unauthorized entry and registered with the Building Department.
