All exterior lighting installed after the effective date of this section shall be fully shielded and directed downward to minimize light trespass and sky glow. No light source shall produce illumination exceeding 0.3 foot-candles at any property line. Mercury vapor and unshielded floodlights are prohibited. Seasonal decorative lighting displayed between November 1 and February 1 is exempt from these requirements.
