It shall be unlawful for any person to maintain or permit to exist on any premises owned or controlled by such person any condition that constitutes a public nuisance. Public nuisances include the keeping of any material or substance that emits foul or offensive odors, the accumulation of refuse or debris, the storage of abandoned vehicles, and any condition that provides a breeding ground for mosquitoes, rats, or other disease-carrying pests.
