The prima facie speed limit on all City streets shall be 25 miles per hour unless otherwise posted. Speed limits on state routes within the City shall be as posted. School zones are 20 miles per hour during posted hours. No person shall operate a vehicle at a speed greater than is reasonable for conditions regardless of the posted speed limit. Speed violations in excess of 20 miles per hour over the limit shall be charged as a misdemeanor of the fourth degree.
