The owner of property abutting a public sidewalk shall maintain the sidewalk in good repair and free of obstructions. Snow and ice shall be removed from the sidewalk within 24 hours after cessation of the snowfall. Failure to remove snow and ice shall constitute a violation punishable by a fine not exceeding $50 per day. The City may repair or replace defective sidewalks at the expense of the abutting property owner after providing 30 days written notice.
