No person shall install or maintain any water connection that may allow non-potable water or other substances to enter the public water system through backflow or back-siphonage. All commercial and industrial users shall install and maintain approved backflow prevention devices at the service connection. Backflow prevention devices shall be tested annually by a certified tester and test reports shall be submitted to the Water Department within 30 days.
