All property within the City that is within 200 feet of a water main shall be connected to the public water system. Water service shall be metered at each point of delivery. The City shall own and maintain the water meter. The property owner shall be responsible for all piping and fixtures beyond the meter. Water rates shall be established by ordinance and shall be based on metered consumption.
