All buildings used for human habitation within the City of Athens that are located within 200 feet of a public water main shall be connected to the public water supply system. The property owner shall bear the cost of the service connection from the water main to the building. All connections shall be made in accordance with the specifications adopted by the Director of Public Service. No person shall make any connection to the public water system without first obtaining a permit from the Director.
