The Floodplain Overlay District includes all areas designated as Special Flood Hazard Areas on the Flood Insurance Rate Map prepared by the Federal Emergency Management Agency. No structure shall be erected, constructed, or substantially improved within the floodplain unless the lowest floor, including basement, is elevated to at least one foot above the base flood elevation. All new construction shall be anchored to prevent flotation, collapse, or lateral movement. Fill material used for elevating structures shall be compacted to 95 percent of the maximum dry density.
