Every dwelling unit shall contain a kitchen with a sink, a stove or connection for a stove, and a refrigerator or connection for a refrigerator. Every dwelling unit shall have heating facilities capable of maintaining a room temperature of 68 degrees Fahrenheit measured at a point three feet above the floor in all habitable rooms. Every habitable room shall have at least one window or skylight with an area not less than one-tenth the floor area of the room.
