No person shall commence the erection, construction, alteration, or repair of any building or structure having an estimated cost exceeding $500 without first obtaining a building permit from the Zoning Inspector. Applications shall include a site plan, floor plans, elevations, and a description of materials. The Zoning Inspector shall act on all complete applications within 15 business days of submission.
