No person shall park or leave standing any vehicle on any public street or highway within the Village between the hours of 2:00 a.m. and 6:00 a.m. from November 1 through March 31 of each year. This prohibition is necessary for snow removal operations. Any vehicle found in violation may be towed at the expense of the owner. This section shall not apply to vehicles displaying a valid overnight parking permit issued by the Village.
