The Board of Zoning Appeals shall consist of five members appointed by the Mayor. The Board shall hear appeals from decisions of the Zoning Inspector, authorize variances from the strict application of this Code where practical difficulty or unnecessary hardship would result, and grant conditional use permits for uses listed as conditional in the district regulations. The Board shall not grant a variance unless it finds that the property cannot yield a reasonable return without the variance.
