The owner, lessee, agent, or tenant of any lot or parcel of land within the City shall cut and remove all weeds, grass, and other vegetation exceeding ten inches in height. Upon failure of the responsible party to comply within ten days after written notice, the City may cause the removal of such vegetation and assess the cost thereof against the property.
