No person shall loiter on private property after being asked to leave by the owner, occupant, or agent. No person shall loiter near a school building or grounds during school hours without legitimate business. No person shall loiter in a manner that obstructs pedestrian or vehicular traffic on a public sidewalk, street, or bridge. This section shall not be applied in a manner that infringes upon constitutionally protected activity.
